(One question is where in california statutes I can find law defining a "contractor", etc.)

It's in the Business and Professions Code beginning with section 7000. A contract is defined under Bus. & Prof. Code section 7026 and 7026.1. Essentially, a contractor needs to be licensed and have a contractor's license number. If he isn't licensed, then he isn't a contractor and cannot legally act as one. Basic questions can be answered at the California State Licensing Board website.
