I'm pretty sure anthony is asking for advice on when to evolve it.
So to answer your question. It depends on what you want. Ninetales only learns 1 attack - at Level 45 which is Fire Spin. So if you want Vulpix to know attacks such as Flamethrower, Safeguard and Grudge then level it up. Vulpix learns Flamethrower at Level 29. Safeguard at 33. and Grudge at 37.

It depends on what attacks you'll want your vulpix to learn on its on without the use of TM's.
Level 29- Flamethrower
Level 33- Safe Guard
Level 37- Grudge
Level 41- Firespin
It depends on what stragety you want to use with your vulpix. Afterwards, just use a firestone on vulpix to evolve it into ninetales.
