Something in the computer has been corrupted. A system file or critical program has been damaged. To fix this you need to restore your compute to known date that it was working fine, then manually do the microsoft updates. To restore your computer, do the following.
1) Click start.
2) Click run.
3) Type msconfig in the dialog box, then click ok.
4) After the system configuration windows comes up click the button that says, 'Launch System Restore'.'
5) Click the checkbox that says 'Restore my computer to an earlier time.'
6) Pick a date that the computer was working fine.
7) Click next.
8) Click next again to verify the chosen date.
This process will not cause you to loose data such as pictures, music, or documents. This will restore program and system settings back the way there were on the selected date. Any programs that were installed after the chosen date will be erased and will need to be reinstalled after the restore process is completed. Don't reinstall the programs that were erased that you need until you are sure that the system restore process worked. You will know that it worked if you are able to run your Microsoft updates, which is described below.
After the computer has finished the restore process, go to Microsoft's website to get the updates. The website is http://update.microsoft.com/microsoftupdate/v6/default.aspx?ln=en-us.
Click the express button to get the high priortiy updates, then follow the directions on the website.
If the chosen date from the system restore doesn't work after you install the updates from Microsoft then run system restore again but with an earlier date that you previously selected, then redo the update process. I have used system restore many times to fix system level problems and have found that it is very reliable, fast and easy. It is easier to do it this way then try to figure out which part is messed up since it could be any number of things, plus it could be something that users don't have direct access to. I hope this procedure helps. It would be a good idea to print this out before you do the steps because the computer will need to be restarted at least twice durning this process. Once during system restore and at least once for the updates.

Sounds like your Windows Installer Service may not be starting.
Try this. Before you try to install your updates go to start > run > type "services.msc" (without the"" "") > OK > and scroll down to Windows Installer and manually start the service. Exit and try to install again.
If still no joy , then your Windows Installer maybe corrupted. To fix a corrupted installer ,one can uninstall Windows Installer from add / remove programs and then install a new one from Microsoft Downloads. I believe the latest version is v.3.1.
No guarantee here, but something for you to consider.
Good luck.
