I'm guessing either the MC5, The Doors, The Who, or possibly even John Lennon. All of these have used profanity in their lyrics at one point or another.

If you'll accept a stand up comedian as an artist then it would be Lenny Bruce who was harassed and first arrested for his "blue" performances in San Francisco in 1961 (specifically he used the term c ocksucker and conjugated the verb come in a sexual manner).
