i had that same problem before and the pointer would jump around and would stop for a while eventually it stopped moving all together, i had the old ps2 kind and tried 4 different ones for my computer but the pointer wouldent move. i spent a couple of days working with an expert to fix it finally i just tried a usb connecting mouse and it worked the pointer moved normally if the tips the people above doesnt work and you have a ps2 mouse i would try switching to the newer usb mouse

If its a ball type mouse you have to clean it, fluff collects on the rollers, use your nails to remove it, if its an optical mouse then it could be the connection has gone faulty.
With the price of new ones, I would just replace it, if it persists, the problem could be with the motherboard connection or the mouse driver.

Ozhawk50 is correct. If the mouse is wireless though, it just needs new batteries. My wireless optical mouse goes through batteries like a real mouse goes through cheese. I really like it but it can cost a fortune in triple A's..

Wireless? Change the batteries, then reset the connection.
Old PS/2? Remove the ball and clear out the dust.
