You can rinse them out but they will never be clean, just go buy replacement filters.

Filters should be cleaned once a month. The cartridges should be cleaned once a week with your weekly water change. Never use tap water to clean filter cartridges, or you will lose the beneficial bacteria. Just swish it around in aquarium water in a bucket to get it clean and you will get it to last a long time. I change to new cartridges once every 2 months on average.

The filter itself needs to be cleaned monthly to remove debris that gets stuck and may clog the filter. Remove the intake tube and rinse it well, use a pipecleaner from the pet store to clean it out really good. Make sure the impeller and all other moving parts are clean, and put it all back together. If you maintain a filter correctly you should get a long life out of your filter.

I don't even use the filers anymore just a foam filter to trap slug. I have algae eater and tap water conditioner and it stays clear as a bell. Clean it about every two weeks don't take more than a third to a half of water out and your bacteria level will stay good. If you have chlorinated water let it set for a few days to dissipate the chlorine. There's alot of sites on line for more detailed care

fish tank filters should be cleaned on a regular basis as well as changing 1/5th of the water each time you clean it to remove waste products the fish make

Yes, I just rinse it under cool fresh water. But only about 2 times. After that it doesn't work to well.

yes, fish need a certain amount of bacteria to remain healthy.
