THE PCV VALVE TO A 38OO SERIES II MOTOR IS NOT IN THE VALVE COVER...THERE IS A SMALL, ROUND THREE WIRE SENSOR THAT IS LOCATED BETWEEN THE ALTERNATOR AND THE COIL PACK...YOU WILL HAVE TO REMOVE THE PLASTIC COVER ON TOP OF THE ENGINE TO GAIN ACCESS TO IT...IN THE HOUSING THAT THE SENSOR SITS ON TOP OF YOU WILL FIND YOUR PCV VALVE...YOU CAN REMOVE THE SENSOR BY SQUEEZING ON THE TWO TABS THAT HOLD IT IN PLACE AND PULLING STRAIGHT UP...THEN TAKE A PAIR OF NEEDLE NOSED PLIERS AND PULL THE PCV VALVE STRAIGHT UP OUT OF THE HOUSING...AS FOR YOUR POWER SURGE,I WOULD SAY THAT A GOOD TUNE-UP DEFINITELY WOULD NOT HURT,AND I WOULD ALSO RUN A GOOD FUEL SYSTEM CLEANER...LUCAS AND SEAFOAM ARE EXCELLENT...GOOD LUCK AND FEEL FREE TO E-MAIL IF YOU STILL HAVE PROBLEMS.

The pcv valve should be on the valve cover. Those power surges could be several things. Have you tried fuel injector cleaner? I would make sure I kept the gas tank over half full so as to keep "trash" from going through the pump into the injectors. It could possibly be a fuel filter which allows gas for a while and then is clogged. The less expensive of these is the fuel filter. If you have throttle body injectors, it is very easy to take them off and clean them with gasoline or carburator cleaner.
