Celerons have much less cache located on the processor. So if you want to do gaming and other processor intensive tasks so Celeron is not for you. School work, etc. Celeron works more than fine and cheaper.

the Celeron D has a smaller Cache than the Pentium 4, that means the Celeron has to pool more memory from the RAM which is slower than using the cache on the CPU, so the Pentium 4 will appear more responsive since it has a larger cache. Pentium 4 is better than Celeron D, hands down

Celeron D is made using the core of Pentium 4 prescott processor. The only difference is the cache memory. Celeron D has less cache memory then the Pentium D. Celeron D & Pentium D have the same core (prescott). Celeron D is better than Celeron. Pentium D is better than Pentium 4.

In general, the Pentium 4 is better because it has more cache. But each type has many many different models, so it is possible if you are comparing a very high end Celeron D to a very low end Pentium 4, the Celeron could possibly be better. But in general, the Pentium 4s are better.
