i have a problem. i have the card i said in my question. and im not sure if i should put it in a dragon deck or if theres a so call "CHAOS DECK" then where can i get it ? and how much does it cost cause im a little low on budget here !!

It doesn't really matter what deck you put him in as long as you have the attibutes needed to summon Chaos Emperor Dragon

Unless you are playing casually or in traditional format, there is a problem with CED in the advance format because it is banned there.
If you have enough light and dark monsters in your deck, just stick it in. It's like as soon as you get it on the field, you win.
Chaos decks are decks with monsters that focus on similar monsters like Chaos sorcerer... don't worry about it though as these decks usually don't (or can't depending on the format) have that many monsters with the "Remove 1 light and 1 dark monster.. etc" summoning..

search cards like sangan, witch of the black forest. any good 4 star light and dark monster you think you can use(make sure you have an equal amount) and about 16 spell and traps like threatening roar, torrential tribute, bottomless trap hole etc. i say put in chaos emperor and sorcerer and black luster and yata. the others, no you dont need em
