A light bulb is characterized by its electrical resistance. If its working on DC current, you can ignore the impedance. So you have R=U/I. If you measure the R with a meter, you will get a value slightly different than the real value, because of resistance of the wire and the meters own error. When the bulb its "hot", its resistance is a little bit higher, because the resistance of the tungsten filament is directly proportional with the temperature.

Since I don't have a 240V, 100 W bulb, I can hardly measure one with my ohm meter.
But the typical increase for an incandescent bulb will be in the 50:1 range (i.e. if cold=10 ohms, hot=500 ohms)
