when i tried to see files from a goverment site to download forms my computer download to the address book instead of showing the documents i was trying to see from the sites

After you opt to download, you should be asked if you want to "run" or "save" the file.

You should select "save."
You should get a window such as "save as" where you indicate where to save the file (Save in),
You give a filename, and select the type of file.

Maybe you are trying Internet Explorer or some other web browsers. I also don't know where to change its settings. I am using Mozilla Firefox. Many says it's better than IE7. It's default download directory setting is at the desktop, meaning all of your downloads will be saved in the desktop & not anywhere else.
