If you want to view a website and you have its IP address, simply pretend it is the URL - http://127.0.0.1
for a personal computer, it gets tougher. More than likely they are running through an ISP which has reserved IP addresses. they give these out to the users as they log on. Or they subnet their users and let them have an IP address but through the ISP, like a firewall of sorts. Either way, you will end up having the ISP as the 'owner' of the IP address, if you look it up.
Confused? Dont worry.
Just use whois and find out who the IP address belongs to. I doubt you will get anything overly useful. www.whois.net/
