they go on clearance and then if they are their for along time they donate them

No they would never destroy perfectly good clothing,
depending on what it is and how much of it there is it gets divided up some will be sent to charities such as the salvation army, some will be turned into polishing rags and others will be given to smaller distributers or in some cases they will be put away and then brought out again with a heavily reduced price

It depends on the store. My sister worked at Shopko, and it just killed her to be told to destroy perfectly good clothing that hadn't sold. So some stores may donate, but many of them do destroy instead.

They get sold in lots to other clothing stores (in the US it's places like Marshalls and Burlington Coat Factory) then whatever doesn't sell there gets sold to smaller distributors, like the $10 stores and eBay sellers. Anything that seller doesn't sell might get donated or sold to a thrift store like Goodwill, or sold to another reseller to be shipped overseas and sold in retail shops there.

dc girl is on the right track......except those clothes never get donated to a worhy cause. If for some reason they can't be sold...or people just aren't buying them....they get 'written off' and are thrown in the trash.
