It has been pretty hot for December..
Try any department store, or a store like American Eagle. I noticed AE started to bring out their bathing suits and shorts already! Usually stores in the South start selling their spring clothes soon so keep your eye out! :)

Hollister. im not sure if its cold where you live but where i live they probably dont have any shorts in stock.

You should be able to find them in any store. Look in JcPenny's, sometimes they have a lot of cute stuff.
