Build paper garlands by cutting long strips of construction or other paper, coloring them, and taping the ends in a circle. You can build a chain to decorate the house or his room, or wherever he wants.

If it's a hyperactivity emergency, a good way to calm little ones down is to put on some fun, energetic music, and tell them to shake out their sillies. Give him directions on what to do ("shake your sillies out your fingers; wiggle them out your left leg, etc.") and turn it into a fun dancing game for him by occasionally yelling "freeze!"
This one's great, because you don't necessarily have to do it too, you just have to be able to tell him directions every so often, and keep him interested by changing it up.

Hi:
How about get some some Play dough and let them play with that or do some finger painting { just make sure you cover the table with a waterproof tablecloth and have a dish of water and paper towels nearby to wash their hand of paint, Take some beads and strings and have them make a friendship bracelet for each other, or take some construction paper and have them make card for there parents by drawing pictures on it with some crayons. this should keep them busily for a while. I like what the other have suggested as well.
