why don't you try learning how the UN works? It doesn't do a great job all of the time, but the United Nations tends to work better then most people realize.

FUNCTIONS AND POWERS
The functions and powers assigned to the Security Council under the charter are the following:

*to maintain international peace and security in accordance with the principles and purposes of the UN;
*to investigate any dispute or situation that might lead to international friction and to recommend methods of adjusting such disputes or the terms of settlement;
*to determine the existence of a threat to the peace or an act of aggression and to recommend what action should be taken;
*to call on members to apply economic sanctions and other measures not involving the use of force in order to prevent or stop aggression;
*to take military action against an aggressor; and
*to formulate plans for the establishment of a system to regulate armaments.
The Security council also is empowered to exercise the trusteeship functions of the UN in areas designated as "strategic" (only the Trust Territory of the Pacific Islands was so designated).

The Council has 15 members-- five permanent members and 10 elected by the General Assembly for two-year terms
Permanent--- China - France - Russian Federation - United Kingdom - United States
Elected --- Congo ,Ghana,Indonesia,Panama,Slovakia,South Africa ,Qatar,Peru,Italy,Belgium

Seems like a joke to me.....no bite in anything they say. They are the most ignored organization in existance.

The U.N. Security Council has no teeth because the U.S. won't allow it to have teeth. Eevery time there is a resolution to pass against the best interest of the U.S. foreign policy...the U.S. vetoes it. In order for the UN to work, you need to get rid of Standing Armies, but clear that is not going to happen
