tracking for cellphones can be bought as a service from different companies.
tracking your own phone(s): yes (companies use that)
tracking others: no
law and enforcemant agencies have total access to your cellphone in case they need. this means
the postition of the phone. any time, as long it is switched on, and in reach of a station
all messages stored in the system
all calls in realtime
routing calls is possible too but makes no sense cause you would find out.
All cellular providers using this technology agreed in allowing law and enforcement agencies to have total access to the system ..if requiered, the functions are already implemented in the systems design.

There is a company that makes product to locate phones. The company is Cell-Loc technologies at British Columbia, Canada.
My information is that the law enforcement agencies buy such items from these companies. Other emergency operators such as fire and ambulance departments also use the technology to respond quickly to the situation.

if the phone is being tracked they can tell when its rining and answerd and if the call is long enough they can track the call to an exact area
