Well, i had a huge party when i was 13! Now i'm 16 and loads of people forgot about my party when i brought up my sweet 16. They were all like "oh yeah you had a party before i forgot all about it". So i wouldn't worry about it too much. It all depends on who you invite. Invite people that are going to appriciate it.

first of all make sure that you invite ppl who go 2gether- no wat i mean? dont have like seven diff cliques- not a good idea! then u cld have a whole carnival theme. have like a bunch of booths set up with diff things u cld do, and at the booths you can win tickets, then after have a chinese auction set up where e/o can use there tickets to put in 4 things. u really dont have 2 spend alot, go on oriental trading- they have lots of cheap party stuff, and use things around the house- ex- pennies and flour- but also make a little twist on the games-ex- pennies and flour- w/o using your hands! or like instead of the dumb game quirt the candle oout w/t waterguns have it shoot the water into booth attendants mouth! then 4 food have carnival type foods, hot dogs, cotton candy.... also if u have an older bro or sis ask them to ask their friends 2 help out- or if not ask a neighbor. also tell e/o 2 wear stuff u can ruin. neways hope this helped- happy early b-day! btw my friend did this once and e/o had a ball! have fun!

i'm 14 and my 13 b-day wasn't big. just to the movies with my 2 closest friends. but in your case i say this:

make a list of all you are going to invite. ask them what there favorite bands/songs are and try to get those. music is a big deal for us teenagers, isn't it?! lol
instead of the traditonal cake, get one of those giant cookies that is decorated almost like a cake...yum!!!
have some soda's, but also offer water. chips and pizza are a totall yes! also, have out some colorull healthy stuff too.
for the money issue:have it at your house. do you have a basement? if so, this is a great place to have the party! of your like me and the basement is cruddy, just have it in the living room/den...i would say back yard but feb. is a bit cold, huh?
you can get real cheap decorations at dollar genral or dollar tree or family dollar. (them cheep stores). have games. like this one game you tie a balloon on everyone ankles and then y'all run around trying to pop each others balloon. it's so much fun! google some party games that are productive and interactive like that. oh, and this may sound baby like but musical chairs with your favorite music playing can be fun too! and if your going to be daring it won't hurt to have an emtpy bottle around to spin. lol

anyway, just have fun and be creative!!! happy early b-day!!!

properly, because of the fact that's Friday the thirteenth you may desire to do something frightening. Do you have any labyrinths? Or Halloween gala's? you may make a haunted residing house at your residence, and bring your gets via it. you may desire to truly have a homicide secret occasion (like stay clue and then watch the action picture Clue.) in case you prefer something unlike which you would be waiting to pass to a spa or have a spa sleepover. you may desire to pass mini-golifing, laser tagging, or paintballing. or you'll be previous college with a action picture and sleepover and make your individual cupcakes. A cook dinner-off is often exciting. desire I helped!

For my daughter, we rented the whole skating rink for her 13th. It wasn't as expensive as we thought it would be. All of the kids (except for 4 mean kids we didn't invite) in her grade got to get in for free and they all came. They either had to bring or rent or bring their own skates, but still that was a heck of a deal. That and the cake was really the only expense and decorating and cleanup were really kept to a minimum by having it at the rink.

It's a waste of time. Live simply, lovingly and honestly. People will remember that.
