Is that kid supposed to be an alien, or is he just supposed to look weird? If he is just supposed to look that way it wouldn't surprise me. The band would do that.

I'm not sure, but it seems to me that the child in question is a symbol for the way that our culture treats famous people. The child is different, and therefore becomes a part of a media circus. People flock around him/her, and she/he is given money and fancy cars, but never has any actual interactions with genuine people throughout the video.
System has on several occasions been quoted as saying the song "is about nothing"

i think he is an alien being exploited by the media. that's how i see it anyway.
