If you have a website on a server that supports PHP you can download a PHP form script that will do all the work for you(PHP is a great way to do this because its easier to install then CGI and will also hide your email address from spambots looking for email addys). Also most hosting companies give you a 'control panel' when you login, if you have this look around in there for something like 'auto responder' where you can type a email that will be sent to anyone who sends an email to the address you specify(which happens when they submit the form on your page). Hopefully this helps you, good luck!

Heres a free PHP form script you can try out:

P.S. If you want to build a database of your user's email you'll need to go to mySQL and set it up there. Unfortunatly, explaining SQL would take to much space in here so you'd have to research it yourself if thats your goal. Otherwise, you can set your email to automatically add new addresses to your address book when they come in.
