A few people, including my sister, are telling me that the emails they send me are bouncing. These are people who are in my address book and it is not a yahoo address. It is my own domain address. I am receiving other email at this address so I know my settings are correct. I am using Outlook.

what is the error they are getting from the email. The lines that start with "<<<" tell what the error is. Do they have your email address correct? Is your mail box full at the time of sending?

1) Make sure that they have the correct email address
2) Check your spam/ bulk email folder in case that is stopping them

if your e-mail has a spam blocker, it could be blocking e-mails that might have a "piggy-backed" virus or spam message.
