You shouldn't really have that much of a problem. Running video files with a program from an external hdd source should not be much if any different from doing so from a cd or dvd.
The speed of transfer from the external drive would depend on the speed of the hdd (5400, 7200, 10,000...), type of connection (Ethernet, USB 1.1, USB 2.0), drivers.
Performance of the video display program on your computer - Windows Media Player, Quicktime, Real Player, etc. - will depend on what programs you have running in addition.

The delay if any would be most noticeable if you either your computer or external hard drive were USB1.1. Otherwise even a slow 5400RPM Parallel IDE would work fine with either a firewire or USB 2.0.
Now one think to consider is how much load your computer is taking already with playing the movies from an internal hard drive. If it averages above 50%, your computer may be too slow to use an external hard drive as a movie jukebox.

Once you have copied the file to your external hard drive there will be a copy on your computer and a copy on the external drive. At this point you could delete the file on your PC and the copy on your external drive would remain. However, if the files are important and you have the space, it is not a bad idea to keep a copy on the PC. Your external drive could fail, be lost, be dropped or damaged in some other way, having said that it is not necessary to keep a copy on your PC as well if you don't have the space.

I would recommend a network hard drive over a usb2.
They are faster at sending the data, that is were the bottle neck happens on external hard drive.

500/8=62 movies at full CD quality If you drop all the extra sound tracks and extra you should get around 150+movies on the drive.

If your computer is ment for playing fast transfer movies of an external hard drive and you've got USB-2.0 or any other fast interface, with HD support, you should be fine. Anything else, I don't know unless you want to get more specific.

you will be fine. make sure its a usb 2.0 and you are not running more then 1 or 2 programs in the background.
in fact try to avoid running ANY programs in the background.
