The NFL has been around for nearly 90 years, and there were championships before the Super Bowl, simply called the NFL Championship Game. The Super Bowl was originally created so the champions from the NFL and AFL (a rival league in the 1960s that eventually merged) could play each other.
There's a few teams that have won NFL Championships (Eagles, Browns, Lions, Cardinals) but have not yet won a Super Bowl. The Oilers (now Titans), Chargers, and Bills won AFL Championships prior to the merger, but haven't yet won any Super Bowls.

No... There are many other teams to never win... They've only had 40 Superbowls, and some teams have won many, like the Steelers, Dolphins, 49ers, Cowboys, Raiders and Packers...
