tell them to get professional help and for them not to come over until they are clean&healthy and have found some respect for themselves and their loved ones.
Tell them you will only be there for them if they want to get their act together, because the lack of love in their life may only fuel their self destruction, love can heal people and give them more to live for.
Make sure they know you care, but that you dont want to be closley involved with someone that has dangerous addictions.

You can have a family intervention. You have to get a professional to help with it. They have to go to a rehab place.

Tie them down to a bed and leave them a week or so, oh, yeah, they may need food and water every now and then.

most likely they wont stop untill they want to my ex wouldnt stop so i left him.
