The Council on Foreign Relations released a briefing on the drug war that stated current policy is ineffective and that what could be effective is politically impossible.
Is this an example of a disonnect between the polity and our government (perception versus reality),or an example of something else.

It's another fiscally responsible conservative republican scam. After years of this policy being totally ineffective why is it not scrapped? The republicans are so willing to spend money on useless projects but unwilling to spend money on the less fortunate in our society. Go figure.
