Black Bart was a highway man, not a Pirate. He robbed stage coaches along the highway.

And I wonder what you mean by best. Pirates were murderers for hire. They killed, raped and maimed all for money. Many of them danced on the end of a rope on the gallows.

They killed by cutting the throats of their victims, as well as running them through with a sword. They killed innocent passengers on board the ships and innocent towns people of the towns that they pillaged. They drowned many of their victims. They were bad people. Forget about the "Black Jack Sparrow", image. They were not Johnny Dep!

Shih Shiang Gu was a prostitute before she married in 1801 to one Cheng I (Zheng Yi) who commanded a pirate fleet. The couple fought in a Vietnamese rebellion on the side of the Tay-son. They adopted a son named Chang Pao (Zhang Bao). By the time her husband died in a gale in 1807, he had united a pirate coalition numbering 400 ships and over 70,000 sailors. Ching Shih eventually commanded 2,000 ships, and is considered by some to be the most successful pirate in history.

A master of manipulation, Cheng I Sao …, now also known as Ching Shih …, took over the fleet after some political maneuvering. She shortly thereafter fell into an affair with her adopted son, Cheung Po Tsai, having already made him her lieutenant, and married him, cementing the family’s hold on the fleet.

It is sentimentality to talk about the best pirates. I agree with others on this.
If you want the worst, try Francois L'Olonnois. His interrogation technique, if one guy wasn't co-operative, was to cut out his heart, chew a bit, and ask the next prisoner the same question.
If you mean Blackbeard, let me tell you the man was a pervert - he liked to watch as other men raped his wife.

There were no good pirates. All of them made careers of capturing ships, killing their crews and sinking them after taking everything they could. That's what pirates did.

Now privateers were different. They held letters of marquise to attack shipping of one nation and one nation only. They still took cargos, but they rarely sank those ships and they left the crews alive. If you want to know which were the best, ask about privateers, not pirates.

www.history.com look up Black Beard the Pirate and get the whole scoop. He was the best (worst) they still are looking for the millions in treasure he hid in the Bahamas. It was Queen Victoria that freed them from Black Beard, and they never found his hidden treasure to this day. He killed many of his comrades to hide his treasure and so they could not get any of it. Pretty rotten guy.
