It's short for, "Hebrew," and it's considered a less-than-polite term (like Frog for French person, Kraut for German, Limey for a British person and so on).

Depends on where they're from. There's a town in PA called 'Hebe' and it's very rural. In the surrounding towns, it's an affectionate jab that means 'country bumpkin.'
