I've asked many people about whether or not this is true, and they all have told me no. But why does Roger Daltrey say so in the song "Young Man Blues"?

Just a thought, after reading the rest of the lyrics, maybe it has to do with work in the older days needing strong men. Like things that we now have machines to do back then they needed young, strong, energetic men to accomplish it. So they got more money compared to the older less energetic men. However today it's about smarts and climbing the ladder so by the time you die you might be rich.
So as far as the step back part maybe it was out of respect for the hard labor they did. Where now there is no respect at all for hard labor only smarts.

The Who didn't actually write that song anyway. They only did a cover of it. Either way, the lyrics really don't make much sense.
