What does it mean if someone says that someone "tormented" them in elementary school?

tormented means to torture...
So it probably means someone being harrassed by a school bully...

If the person is out of elementary school, it may mean that old wounds are hard to heal, especially if reopened.

Otherwise, I guess it means that the person was bullied by someone.

Obviously the person remembers it.
