yes you can delete.
Try to load Historykill2006 it will solve your problem. Moreover its free for 15days. if you don't like then you can uninstall the same.
it will not only clean your temp files which is of no use but also the traces of internet

If you're talking about temporary internet files you can also delete them by opening Internet Explorer and selecting Internet Options from the Tools menu. From there you can delete cookies, temporary files and history (i.e., all the web addresses you've visited). Feel free to delete any of these, you'll get them again next time you visit a website.

Windows is designed to let people clean up useless files in variousplaces by going to Start, All Programs, Accessories, System Files, Disk Cleanup and running that.

If you only want to delete temporary files, as opposed to Temporary Internet Files, which is what Microsoft calls the IE browser cache, then Start, Search, type *.tmp in the search for field and hit enter. You'll get all files with the file extension .tmp and you can delete them there.

Double click my computer icon

right click on hard disk icon (may be you have more C, D etc.)
click properties click Disk Cleanup

selet all .....all these are temporary files click OK

SECOND STEP

Access C:\windows\temp folder
select all files there and delete them by pressing Shift+DEL (in this way all those temp files will be permanantely deleted from your computer instead of going in Recycle bin.

It's perfectly safe to do so. Go to Start>All Programs>Accessories>System Tools>Disk Cleanup. Run this and it will clean out your temporary files freeing up space on your disk, helping your computer run smoother and faster. This should be done on a regular basis, along with a Disk Defreg, again in System Tools, to help keep it running nicely.

Follow these steps! And I asure you it is very safe to do so!

HOW TO DO A THOROUGH CLEAN UP (Windows XP)

While you are connected to the Internet do the following:
1. Click on tools ... Internet options. There you will see three buttons next to each other... “Delete Cookies” ... “Delete Files” and “Settings.” Also, below the settings button you will see another one “Clear history.”
2. Click on “settings” - go to “Edit” - Click on “select all” - Go to files, click delete and wait till all Internet trash files are gone.
3. Go back and click on “delete cookies” and wait till all cookies are gone
4. Go back and click on “Delete files,” put a check mark on the little white square shown on the small window that will open, click OK and wait for a little.
5. Go back and click on “Clear history”, click “yes” and you are done.
6. Now do a check disk and a defrag, then restart your computer and see if the problem is resolved. It is assumed that you know how to do that.
7. If the above steps don’t do the job, here is a little program that keeps your machine in shape and free from crashes:
Get on the web and go to http://www.tune-up.com/products/tuneup-utilities/site; download the free trial program, familiarize your self with it and use it to clean up your registry automatically along with a sort of other helpful and useful maintenance chores. It is an excellent little program and does wonders with PC maintenance tasks and I strongly recommend it! It works on the background on its own automatically.

Here is how to clean website addresses from you browser bar:
While you are connected to Internet, go to “Tools” … “Internet Options,” “Content” tab … “Auto Complete button” … click on “clear forms” and you are finished.

Temporary files generally get deleted automatically. If they persist they can be safely deleted like any other file.

right click on internet explorer then click properties. Under temporary internet files, click delete files and no, it wont hurt anything

Type in - %temp%
Press ENTER
One window opens with lot of files
Click any one file in the window
Press CTRL+A
Delete them


Also run DISK CLEAN UP Wizard from System tools.

Websites might load slower the next time you go to them, but that is just because they are reloading the data from the source instead of from your computer.
