According to U.S. law, it is stealing if the music is copyrighted.
However, I'm a believer that this law is outdated and unrealistic.
Some musicians LOVE to have their music downloaded because that means someone is listening and getting the word out about them. It's free advertising, really.
Other artists want their money for their work, which I understand.
So, I'd say look into the artists opinions on file sharing and peer-to-peer downloading, and respect their wishes.
(Go to Weird Al's website. He has a song called, "Don't Download This Song" and there's about six links where you can download it. Quite funny, really.)

If you're supposed to be buying it, yes, you are. Of course, some kind people offer their some of their own material for free, so it might not be.
