It largely depends on your degree, the field you want to work in and to some extent where you obtained your degree. (Some institutions are 'accredited' others may not be) If your degree is in Medicine you will have to sit additional exams and in most cases will have to repeat your residency (unless your degree is from Canada).

Obviously, yes! There is absolutely no restriction on this and it is done everyday. Just like in the States you must get your diploma from a reputable institution and not a diploma mill. There are whole books on the subject and a reference librarian at almost any library should be able to help you find them. Keep in mind that it is up to universities in America whether to accept your credit from a foreign school. Further, it is up to an employer whether the accept your degree from a foreign school.
Space here does not allow me to go into all of the details of such a situation. So you would be wise to read up on it.
Just one other thing, many American universities have cooperative agreements with foreign schools so that your credits will automatically transfer to the US school.

For most jobs, a degree is not absolutely required -- so having a foreign degree is better than having no degree. In some cases, it is better (e.g., a degree from Cambridge or Oxford is better than almost any degre from a US institution).
If the degree is a professional degree like MD or law, you may need additional training or certification.

Most of the time - absolutely NOT.
American companies are not open minded to foreign degrees.
My wife's mother is a dentist from another country.
She has the degree, and education.
But she would have to take and get a USA degree in do dentistry here in the US.
