Of course, Puerto Ricans are allowed to attend Spelman college. I'm sure they would love to have you, as you would bring diversity. Spelman college is one of the most respected universities in the nation, and is considered to be in the top tier of Historically Black Colleges and Universities. Spelman graduates are among the most impressive people that I have ever met.

I am pretty sure rejecting someone simply because they were puerto rican would be discrimination and therefor frowned upon, if not illegal. If Spelman is a historically black university, they will give preference to black students and you might have a hard time getting in, but they wont just refuse to take a puerto rican student flat out.

I looked up Spelman College on their website. It is a Liberal Arts college in Atlanta, Georgia, originally called Atlanta Baptist Female Seminary. It is an accredited college that accepts qualified students to enroll, so to answer your question, it would accept anyone from any where as long as you qualified taking what steps would be to qualify entrance. It looks, from reading the literature on site, that is a fine college and I would assume would have a good reputation.

while you're Black and Cuban than you know that there are Black Puerto Ricans. Being Puerto Rican isn't a race this is a nationality. There are Black and there are White Puerto Ricans. So lots could matter on the what the guy individual cherished

Spelman is a private institution, so would not have residency restrictions. Accourding to their web page (see link below), three percent of their students are international students. Even if they did not accept international students, Peurto Ricans would still qualify since they are American citizens.
As for the reputation, it is one of the best Historically Black colleges. However, there are a lot of colleges that have better academic reputations.
