There is probably an "or" in the middle there. If there is, you cannot use them at night on any night. Special engagements means private parties, special functions, other promotions, etc. So you couldn't use the discount if you booked a big party in a private room, and you couldn't use the discount if they were having a special promotion night like 2-for-1 or live entertainment.
