Actually it is, and you can be cited for them. Usually they police will give you a repair order, (what is referred to as an inspection ticket), and you have to have the problem fixed, and the ticket signed off by a state trooper or a MD State Inspection station.

Most likely in every province and state, for the simple reason they are not safe. In the dark, tail lights have to be immediately identifiable as tail lights.
