Why to People feel the need to scam you?

I received an email stating that I'd won a British Lottery, wow that is so cruel, I fortunately was able to pick up that it was probably a scam, but what about other people who believe them, they could get themselves into real trouble and it's not fair.

It gives people a feeling of power to control the emotions of others. Sometimes greed figures in, especially if the scammers can get money out of their victims.
