The earth rotates at a 23* angle, and from right to left, or west to east, though the sun rise in the east it is just because the earth is moving not the sun, So to sum it up west to east at a 23 degree angle.

Do you mean to ask which DIRECTION does Earth turn? If so, then when you're on its surface it turns from west to east.
