The bag's function is to hold something which typically makes the bag stand up and resist falling over at the slighest wind. Therefore, as a person the more substance with develop and increase our experience and knowledge vault the more up right we can stand when the tides of critical activities and experiences occur as it will in all human's lives betting on they living long enough. It means the same as this saying You cannot judge a book by it's cover. In other words if it looks good on the outside but the inside is not good then it will not stand up to trial. If the bag is full it will stand but if empty then it will fall upon itself. Simple

So much come to mind that it makes a very hard thing to pin point a philosophical start. It could mean many things to many different people. I can give you an example i think makes a more or less clear idea of what i think of your parable. When i see one day some of those self appointed paladin of virtue in our society fall deep in to a swamp of passion and boorishness, contrary to what they were preaching, forcing other to do or condemning others for the day before, i see a perfect and clear picture of your parable.

It's harder for an empty bag to "remain" standing because any breeze that comes along can topple it.
I think the parable means that Its better to fill yourself with knowledge (of any kind) in order to stand against the breeze of ignorance.

If you feel empty on the inside, like an empty bag, you will need others to surround you and hold you up. You won't feel like you can make it on your own and can easily be knocked down.
But, if you fill your life with happiness (goods in the bag) you can stand on your own and won't get knocked to the floor as easily.
How's that??

If a person doesn't know what they are talking about, they cannot defend their position.
A person with low moral values cannot lead a community or country to freedom.
A person with no money or experience will have much difficulty succeeding.
Basically, if a person has no foundation, either in beliefs, understanding or common sense. He or she will be as an empty bag with nothing to keep it in its place...and it is bound to fall.

You need to add substance to the bag to give it strength, so it is saying that you need to add substance and strength to whatever it is that you are doing. Practicing a musical instrument more, or learning a script better, studying for a test. Whatever it is, just know your material.
The bag represents what you need to know and the things you put into the bag represent the knowledge that it takes to learn whatever it is the bag represents.

it is i beleive an indication that people who get thier beliefs from others or regurgitate things they hear without making their own opinions are empty and when looked at closely really dont have anything to stand for at all their opinions and beliefs are empty - they have no self and so because of this have nothing to stand for

Well if the bag is empty it has no sustinence...it's essentially nothing. So how can it stand up right or tall or proud? You have to have something inside that bag that makes it something or gives it life, creedance, sustinence, character or purpose.
