yes. click Start/ Control Panel/ User Accounts. then click your icon and select "Create a Password."
you can also use the User Account screen to create other accounts so other people can use your computer without having access to your personal files.

Reinstall the OS. Essentially all the "agent" told you was to reboot your system. Being that it is a new PC, you should be able to hit something like Shift+F11 to bring up the recovery console. Do a destructive restore, and that should bring it back to the factory installation of the OS. Or insert your OS disk (Windows 7) into the DVD drive and follow the instructions.

Go to "start" and "control panel", i'm sorry, i'm at a chinese computer, i just forget about the english, but is something like "user account" or anything with the "account" word, and then double click, and go for the "administrator" and set your user name and add a password there.

Under User Accounts in Control Panel, select your name, choose Add Password, and type in a password. That should work. There is also an option to turn off the Welcome Screen. I suggest you do it.
ALSO: There may be an option in your BIOS (The balckness with white text that appears when you hit the power button) to add a password.

go to control panel, then user accounts. There you will see the options to change user accounts. the next window will say pick a task. then choose change an account, then choose the account you wish to change. You will see the option to create password in the next window
