there is sort of in the UK there is the rspca and that's for families on a low income and the pdsa that is free if you get housing benefit you are asked to make a donation if you can afford it but if not its free pet insurance is a must it covers all those expensive bills except the excess which in my case is the first 60 pounds i have 3 dogs insured with pet protect since they were puppies

an nhs-direct would be very handy to check your pets symptoms to see if it is in need of a visit to the vet- so that people who can't afford to take their pets can see if there is any real need before they do
on the other hand if you had an nhs for pets every tom, dick & harry would keep them when they can't afford to look after them

there is. It's called insurance. You pay in an amount every month and most of your veterinary bills are covered apart from routine stuff like jabs and neutering and the first £50 of the bill.
