Bella is in Strangetown, but it's not the same one. Just a clever lookalike.

Bella is in the Strangetown neighborhood. My Sim went to work one day and brought a friend home from work and it was Bella. I think it was in the law enforcement track.

If you go to some of the public places in the game, she sometimes shows up walking around. You could have your sim go up and talk to her and maybe eventually marry her or ask her to move in, but she won't have any memory of Mortimer, or their kids. I've heard that there's actually two Bellas in the game. The one I just mentioned is the fake, and the real one is the one in the hot air balloon on the neighborhood screen. Hope this helps. =)
