At the best schools, great grades are just a given. Admissions offices broke the record this year for the greatest number of valedictorian rejections. So what does that mean? Extra-curriculars and YOU as a person are more important than ever. But it's not quantity, it's quality that matters. In the past, desperate college applicants would jazz up their applications with a little volunteer work- But now they are especially wary of students who volunteer their time for the sake of transcripts.
So the key is to be yourself, show what really makes you tick. The classic example is that someone who is an expert accordian player would be MUCH more likely to get in then say, the class president.
There is so much to talk about and it is hard to personalize advice without knowing you. You have good questions and as you move along in the college process you can talk to me personally at CollegeCoach.biz. Best of luck

All the things listed will help you get started. You also have to look for scholarships yourself. Go to the library--they should have a sourcebook of scholarships. Make sure you fill out the FAPSA. Contact the college's aid program after you are accepted.
