Most colleges have a roomate form. If you know someone you would like to room with, you both have to put each other's name on the application and its almost guraunteed you'll room together. Some colleges also have personality tests that you can fill out to get a good match, even if you don't know someone specifically.
Unless you've lived with this person before (and I mean sharing a bedroom and bathroom for at least a month), I wouldn't room with them. Being best friends and being roomates is totally different. If you're going to the same college you'll see enough of each other anyway. Having a different roomate is a good way to meet someone new, and you won't risk having a friendship broken up because you get sick of each other.

When attending college for the first time you have the option of requesting a roommate that you already know and most times the school will honor your request. However, I truly believe that it is alot more fun when you allow the school to assign you a random roommate. Most times there is some kind of form that you must fill out and then they try to put you with the best possible match. I think that this is good because college is a new adventure and it gives you the chance to truly experience the life of a college freshman when you do not know your roomie. Many colleges will let you pick if you have someone you want to dorm with. As long as you both write down each other's names on your applications, this wish is usually granted.

I believe it's possible. There's a space on the paperwork that you can request each other. However, I personally think that the whole purpose of going to college is to challenge yourself and learn in all situations. That includes having to live with a stranger. You learn to compromise, negotiate, and also learn confrontation. You might end up with a best friend for life. Of course, if your roommate ends up driving you nuts or pratices voodoo, then you can request roommate change. However, I don't know if it's easy to do so, timing is important. If you think about it, in order for you to change a roommmate, there's got to be someone else to change with you. Hope you get to live with the person that you want. However, I also hope you are open to meeting new people. That's what college is all about.

If you know somebody who will be going to the same college you can request each other as roommates. Or, if your college does orientation before school starts you may meet somebody who you want to room with. Otherwise, whether they just assign roommates randomly or try to put you with somebody you may get along with depends on the college. There is a process for changing roommates, so you are generally not stuck with a roommate for a whole year if you totally can't stand each other.

For first year students, usually the college has the student fill out a form about interests, personality type, etc. and they try to match you up with someone who seems compatible--at least that's the theory. After the first year, students can usually say who they'd like to room with.

As long as both people are requesting each other they will usually accomodate you. Keep in mind that sometimes living with someone isn't always as much fun as you think it will be.
