For a £400 budget, to include a monitor, and as a flat panel monitor is the costliest part, £150 separate, upwards, i'd suggest a dell, as thier massive purchasing power, and own branded "manafacture" gets you a good flat panel monitor, in with a budget pc.
No independant pc supplier, would put you together, a decent system, for £400 "with" a reasonable flat panel monitor. Most independant pc dealers, are "ex" monitor, which you buy at £150 to £300!
Dell, can be pe plasticky, cheap....etc, so make your own, researched descision, but all in, for £400.....and if your half creditworthy, a finance option.....give dell a look....
Pc world, etc will also have budget deals. Research them all, like for like, and dont sign up to any £7 month peace of mind rubbish a major retailer says you need...as you dont! Trust!

There are some good PC's out there, but I would highly NOT reccomend Dell - especially for gaming. We placed an order for 3 Dell PC's: two Dimension 2400's (desktops) and one Inspiron 1000 (laptop).
The laptop was around the £500 region and it was INCREDIBLY slow. I had a good mind to peel the "designed for Windows XP" sticker right off of it!
The desktops were ok in speed and came with nice accesories (I still use the monitor and speakers). I decided to buy a game for it, to see how well it performed against my dads. The graphics were choppy and discusting - I couldn't even run Halo on low settings!
I now have a HP Pavilion which was £40 less and the power of it is overwhelming compared to any Dell I've seen personally.
So just to round it up:
Dell = high prices, tacky design, cheap prepherals
Paractically any other brand = much better :)

the latest processors are the core duo range ,these are basically two processors placed on a single chip,this improves on processor speed by 100%
also the pentium d range and the athlon 64 x 2 are also very good
however your price range is cutting your choice right down
£400 wont buy much these days but i have found a few that i would recommend under £500

however if you just need a base unit the mesh p.c is probally the best choice
anyway,search thouroughly before you buy your new p.c as if you try hard enough you can find some very good deals out there,and if you can save on a base unit you may be able to invest in a bit of extra ram

I think that computers are a brain waster.. back in my day we would have wrote letters to eachother.. maybe you should get a pencil and a peice of paper.. or if your feeling extra naughty get a typewriter

I DO NOT KNOW MUCH ABOUT COMPUTERS BUT I'VE HEARD THAT DELL MAKES REALLY GOOD ONES, YOU CAN CALL THEM UP AND TELL THEM WHAT YOU WANT AND DO NOT WANT.
