You fill the three litre jug and pour it into the five litre jug. you then fill the three litre jug again, and top up the 5 litre jug leaving you with one litre in the 3 litre jug. You empty the 5 litre jug and pour the one litre into it. You then pour another 3 litres into it to get 4 litres. Or if you prefer:

take the 3 litre jug and fill mark the jug
now fill the 5 litre and pour into the 3 litre down to your mark
make a mark on the 3 litre jug so you can now measure 2 litter's
measure 2 of these into your 5 litre jug that's 4 litres

Use the three liter jug to fill the 5 liter jug. Fill it once, emptying the entire 3 liters into the five liter jug. There will be room left in the 5L jug for 2 more liters. Fill up the 3 L jug again and pour as much as you can into the 5 L jug, and then stop. You will have one liter left in the 3 liter jug.

Fill the 5 lt jug in full, pour its contents into the 3 lt jug. That would leave 2 lt in the 5 lt jug. Empty the 3 lt jug and transfer the 2 lt from the 5 lt jug into the 3 lt jug. The 3 lt jug would now have space for 1 more lt to fill it.
Fill the 5 lt jug again in full, and pour its contents into the other jug which will take just 1 more lt. The balance in the 5 lt jug would be 4 lt.

easy... fill 5 up and fill 3 up with it.. leaves you 2 . empty 3 and pour 2 that remain into 3. fill 5 up and fill 3 from it. It takes 1 to fill it to 3 and you are left with 4 in the 5 litre jug.

Easy. Just pour exactly four litres into the big jug. If you're having trouble guessing, just make sure there's exactly one litre left.
