Can you just give the carrier the money for the shipment cost?

If you are in an area serviced by Rural Letter Carriers then you can pay the Letter Carrier, otherwise the USPS requests that you use prepaid postage via USPS.com or stamps.com

You should check the usps in your area, the mail person can pick the package up when delivering other mail and he in most states can pick the payment up with the package.You have to be sure to give him the correct amount of postage. It can be found on www.ups.com you will need the zip to and from for the package, the size of the package and the weight. I do it all the time.

I believe you have to have a PayPal account, or one like that, an account with USPs for printing postage, too. Then the carrier will pick them up when they deliver your regular mail.
