Emulate means to copy.

In computing terms, it's like modifying to imitate another computer system.

An emulator modifies a computer system so that it appears to behave like another computer system, and can thereby accept data and run programs that are designed for the system being emulated.

What you are talking about is some kind of a game emulator.
It runs a game on a computer with the correct emulator.
Emulators were made so games can still be played by a player if the cartridge/card/CD is broken...
If you don't LEGALLY own the game, playing ROMs on emulators is ILLEGAL.

A software emulator allows computer programs to run on a platform other than the one for which they were originally written. High-level emulation uses a combination of the two approaches in an attempt to retain as much accuracy as possible while having the advantages of simplicity and speed provided by simulation.

A hardware emulator is an emulator which takes the form of a hardware device. Examples include printer emulators inside the ROM of the printer, and FPGA-based emulators.

An emulator is a program that joker-mods a game program to think it's being played on a legitimate system, they are unreliable at the best of times, and some of them contain trojans and keyloggers, no substitute for the real McCoy.

It emulates (mimicks) something else, for example if you run a ps1 emulator on windows then you can play Sony Playstation PS1 games on a PC. Or if you run a Linux emulator on Windows you can run Linux programs on it.
