Here's how i'd go about it: First create an index page with a signup link. On click to the link I would ask a user to enter the necessary details I want to capture eg name, phoneNo., etc plus email**. They should also select a group which they want to belong to in a dropdown menu populated from a table in the db. On submit of this information, I would generate a random code and send it to the given email. The mail should say click here to activate your account at blahblah. On click, it should send the code to the website from where I match it to the stored inforamtion. If it is correct, the person is activated by making the active field 1(boolean). Now, at the questions page, a person should select which category their questions fall into. You should then have a table mapping categories to groups. Then when a member logs in, they click on view questions and you select the questions from the question table WHERE CATEGORY=X; Then Select GROUP from MAPCATEGORY where CATEGORY=X; IF GROUP= the member's group, then display the question.

in IE, click tools, Intenet options and type the name of the site into the box for the homepage. click apply/ok.
In IE7, you can have multiple homepages that open in different tabs. just put each url on it's own line.
