It was made in 1997 starring Keri Russell http://www.imdb.com/name/nm0005392/ (TV's "Felicity," Mission Impossible III, We Were Soldiers) as the girl and boy was Joshua Schaefer. Keri Russell was in skin commercials for Neutrogena, but she was not in "Jawbreaker." http://www.imdb.com/title/tt0155776/. I think you might have Keri Russell confused with Rebecca Gayeheart http://www.imdb.com/name/nm0001261/ who was in "Jawbreaker." They both are attractive with curly brownish/blonde hair.

That was "8 days a week" with Keri Russell. She gets topless in that movie... it's why I rememeber it. =P
She also played the staring role in the TV show "Felicity" and recently does make up commercials.
Catherine Hicks (7th Heaven, Star Trek IV) plays the older divorced neighbor that appears in her bra, and the guy's best friend hooks up with her at the end.
