PSP Devhook 1.5 help?

I just got my PSP today. I want to play a GBA Emulator and a ROM on it, but I have TA-082, and according to people on GameFAQs, I need to download something to "emulate" Devhook 1.5. Could someone give me instructions on what this is? (Dumb them down, please.) I REALLY wanna play these ROMs, but I don't wanna horribly wreck my system. Help?
